No, it's supposed to be like that -- If you have some *OTHER* records
cross-referenced to those IDs, you want to be sure they don't end up being
linked to the wrong data if an ID were re-used.
IDs are never* re-used, you don't want them to be re-used, and you should
not attempt to do anything to "fix" this.
Actually, if you get to 2 BILLION records, you'll have to worry about IDs
getting re-used...
