Help! Weirdness with PHP as CGI on Win95

This may well be an apache question, but somehow I don't think so.
I'm building an intranet for my department at work and part of it involves a
script that sends e mail. That's really not all that important, though. I'm
trying to build a test environment for scripts at home so that i can try
them out without having to upload them first.
The real problem is that php doesn't seem to be accepting switches from
forms.
By switches I mean something like this:
<form action="mail.php" method="post">
<input type="text" name="bleah">
</form>
and then in the handler..
<?
echo $bleah;
?>
This doesn't seem to work and it's driving me nutty.
Is this a common problem on Win95? Seems like a pretty substantial bug if
so...
BTW, phpinfo() reckons I'm using
"PHP Version 4.0.1pl2"
