v3.0.16 upload_max_filesize not working?

I have set this in my php3.ini file (and of course restarted the server):

however, when I try to upload a large file I get this error:
Warning: Max file size of 2097152 bytes exceeded - file [UploadedFile] not
saved in /www/html/client/download/daevid/index.phtml on line 0
Do I need to do something else to get rid of that 2MB limit?
