htdig doesn't work because (AFAIK) its index format is a berkeley db which
is 7 bit, and therefore can't correctly store DBCS Asian character strings
(or UTF encoded text?). Russian should work fine in either htdig or
udmsearch -- UdmSearch seems to be located in Russia. (I haven't tried
it). The other issue with searching CJK encoded sites is that the search
algorithms are word-oriented -- and there are no "spaces" between "words"
in CJK languages.
