SSL secure pages

I would like to know how to cause a page to become 'SSL'. I want to use
it this way:
users of site visit any page without login requirements using cleartext.
At anytime, they can log in.
if(user_is_logged_in() || page_requires_log_in())
issue_page_using_SSL();
This way, the login occurs under SSL conditions, and the user can log in
early and all activity on the site except the initial http xfer CAN
occur under SSL conditions if the user so desires. That is, the whole
site is used 'securely' and not observable by
hackers/router_spies/(hopefully local intranet) at the user's
discretion, but of course, certain pages will always be secure.
this of course, uses sessions underneath SSL.
BTW, at what point does SSL encryption take place, on the user's machine
or on the Box their provider connects to the internet with? And on my
side, the same question?
