That depends on its context. If PHP is built as a server module, it
merely needs to be readable by the UID which the web server is running as.
Typically I run Apache as user/group websites/websites. Then the files
within the web tree can be owned by whoever needs to own them, and group
owned with read-only access by the websites group.
