Richard-
I would just create an alias in Apache to your system PHP files.
E.g.
Alias /php-sys/ "/usr/web/php-sys/"
This should give your customers access to these files via the /php-sys/ directory. You probably want to make sure you're not going to open any security holes (e.g. make sure you scripts are secure), but other than that, it shouldn't be a big deal. I created a formmail system on my host for all my customers in PHP and dumped it into my php-sys directory. Works like a charm.

I don't want to have to set it up on each site. I would like to set them up in a directory that is global to the whole server.
