Yes, this is an Apache thing. You will probably find this in the Apache
config file...
AddType application/x-httpd-php .php .phtml .php3
My guess is the one on your server adds htm and html to the list of file
extensions to parse for PHP code.
AddType application/x-httpd-php .php .phtml .php3 .htm .html
I would assume this to be the same in Windows or Linux, module or CGI.
I am not sure about this though as I only use Apache on Linux compiled
into the Apache code.
