Why not use a cookie to track the people who have voted, and also check the IP. So if you get more than a certain number (X) of votes from a specific IP, then don't allow that IP to vote more that day. This would allow up to X people behind the same firewall to cast a vote each day, and would limit vote-spammers to voting X times a day.
