URL question

http://www.mysite.com/formhandler.php?field1=TEST&field2=4ed9407&Submit=Submit%21 Have a look at that url. I've simplified it a bit. I'm looking for a definition/standard on this. So far, I haven't found anything useful in the search engines. Between the page name and the first field, there's a "?".. Why? The last field, concerning "Submit", Does it need to be there?
