IMO yes; for what are the reflection functions for? If nobody supports
it, it isn't useful. For example, I love the Java Reflection API - once
I built a tool similar to glade, but in Java - and the main work was
doing some reflection, and *every* bean could be used with my program.
If some bean authors would have decided (in Java you can't, but imagine)
that they didn't want it, Reflection would be pretty useless. Sometimes
it works, sometimes not.

As we (?) don't compile PHP-Gtk every 10 minutes, this would be ok. A
small configure switch could turn it off if wished by the user, but by
default it should be activated.
Maybe I can help with that; is there some documentation about that stuff?
