Oops, I missed part two..
2) Anyone with php-gtk-web karma can give themselves access to the restricted areas. I am not sure if that is really a concern though since it doesn't look like you can really do that much damage. Plus, if they have been granted web karma, hopefully we can trust them not to do anything stupid.
Anyone with php-gtk-web karma who alters a file in CVS to give themselves access to the restricted areas will be doing so publicly and have it on record for all time. My deep and careful research into the criminal mind tells me this is not an acceptable risk :) - Steph
