Its probably worth contacting the scintilla interest mailing list (www.scintilla.org), they may have some thoughts on it. my guess is that you would need MS Visual C++, and cygwin.
I did spend some time looking at it, but never got very far, my understanding of Visual C++ is very limited..
Frank may be able to help/comment, otherwise your other helplines include the gtk-windows mailing lists (cant remember the location of that one), <mailto:micampe%28@%29micampe.it> Michele Campeotto http://www.micampe.it/software/moleskine/ (who did the bindings for gtk) may be able to offer suggestions.
From my recollection there was a myrid of different combinations to compile gtk apps on windows, ranging from cygwin, mingw and VC++.
once you get gtkscintilla working, the php binding should be realively easy (just copy,paste+edit from one of the other php-gtk directories)
