I've been using it for some time now on a system with no server...at least in Windows. I haven't gotten around to finding all the libraries I need for compiling PHP-GTK on Linux yet (I'm using my Lycoris Linux boxes to try to get Hebrew support working reliably for local desktop use...but that's another story.). PHP can be compiled as a stand-alone CGI engine, I just haven't done it for a long time.
