A PHP file is basically a 'normal' text file, nothing more, nothing less.
So if you check the properties of a PHP file on a WIN32 system, it'll
probably say that the type of the file is a PHP file, and that it can
be opened with an unkown application ... that is, if PHP and/or Apache/IIS
is not installed on your machine.
