web page doesn't show

I just installed PHP 4.2.3 running under Apache 1.3.27 on a Windows ME
machine.
When I run it, I initially get a blank web page http://localhost/
and error
message "This page cannot be displayed". Adding the name of a *.php file
(e.g. http://localhost/hello.php) which I put into the same
directory where
the Apache.exe resides still gives me the same error.
What am I doing wrong?
Any help very much appreciated.
