defining my database connection outside the open_basedir

I tried to look at the archive of this mailing list to see if it's been talked about before but the link was bad for the archive on the web page, so I'm sorry if I'm hitting an old topic. I want to write a function that basically defines all the database connection info in a file outside the open_basedir, I don't care if I have to do it in php.ini, apache.conf, or another file, I just want that level of control. The intent is to do this per virtual server and then take away the standard connection comands.
