compiling PHP with --with-apxs support

Using: Redhat 6.2 i586
CPU: P233
MEMORY: 64MB
PHP Sources: 4.0.2
Notes: recompiled and installed Apache 1.3.12 from sources before
attempting.
I'm having a problem where when I do './confiure --with-mysql
--with-apxs=/usr/local/apache/bin/apxs' it goes through the compile and then
the APXS script runs and tells me the usage format (as if I did --help) and
then the configure script tells me that it cannot find the APXS
program/script. Any help would be appreciated, thanks.
