Problem during installation of php4.03pl1

I get a message 'Error trying access the local Web service: Get Object failed. You will need to
manually configure IIS through managment console.' while executing installer
php-4.0.3pl1-installer.exe. What should I do? Any help or suggestions would be useful.
I run WinNt WKS 4/SP6a/PWS3
