Hi,
Yes, its your configuration that is causing this problem, but apparently this is a common problem amongst Windows users....
There are two solutions:
1) Read: http://www.php.net/manual/config-apache-nt.html#Apache_Configuration to learn how to fix it.
2) Stop trying to use windows as a server. :)
