Postgres and Apache Compile Problems

I am working off the directions at www.php.net/manual/install.unix.php I want php with pgsql compiled into Apache. When I use the ./configure --with-apache=../apache --with-pgsql and then run make I get all kinds of errors about missing include files for pgsql. I have the latest version of pgsql installed. I have tried downloading the pgsql source and pointing the configure at the source directory from that with --with-pgsql=../pgsql/src. Same problems. Any help or ideas would be greatly appreciated Raven
