Installation of PHP4 over Win95/PWS4.0

I have been trying to get PHP runing over Windows 95/PWS4.0 for a few days and I keep getting the
message
"One of the library files needed to run this application cannont be found"
I have done everithing on the instalation manual several times:
- copy php.ini to c:\windows dir
- Edit php.ini to redirect the extensions dir.
- Edit the registry.
- Copy php4ts.dll and msvcrt.dll to c:\windows
Has ANYONE gotten the above this to work?
What else do I need to do?
