A couple of ideas, based on my experiences with php:
1) Make sure you've told your webserver about php. Typically, there are a
few entries you need to make in the webserver configuration file. Check the
readme that comes with PHP for details.
2) Have you tried the alternate style of <script language="php>...</script>?
That's what I use, because otherwise FrontPage treats the php code as html
text.
3) When you configure your webserver, you have to tell it which files to
parse for php content. For example, if you configure it to parse .php files,
then only files ending in .php will be passed to the php engine; everything
else, including .html files, won't get sent thru the php parser.
If you can accept the additional overhead on your site of passing >>every<<
served page thru the php parser (this depends upon how heavily trafficed
your site is), then just configure your webserver to parse .html (or .htm or
whatever your "standard" extension is) files and be done with it. That way,
you can just build web pages as you used to, and sprinkle php code wherever
you need to.
You may also find, like I did, that you >>have<< to configure this way:
FrontPage seems to ignore any file that doesn't end in .htm/.html when it
analyzes and processes a web site (e.g., when it's updating hyperlinks).
That's what forced me to configure all .html pages to pass thru the php
parser.
Hope this helps. Good luck!

I did:
./configure
make
make install
Everything went fine and it said I was done.
I then wrote a simple script
<html>
<body>
<? php
echo "Testing \n";
?>
When I put it into the html folder and view from a browser it just shows the
code.
If I put it into the cgi-bin I get a internal server error.
Any ideas what I need to do.
Thank You in advance.
