GD failure when running configure with php3 and php4

I'm trying to configure php3 in an rpm with-gd=/usr (and I also tried with-gd=/usr/lib). WHen building the rpm, everything checks out fine, but I get a complaint that "No libgd .(a|so) is found in /usr/lib." The crazy thing is that libgd.so and libgd.a are both in /usr/lib! I tried running ldconfig to dump ld.cache--just in case wierd library things were going on, but to no avail. If anyone has any advice about why when building the rpm, I get this complaint from the configure, please let me know. The rpm builds fine if put without-gd as a configure option.
