I am working with HP-UX10.20 + PHP4.0.2 (iODBC) + Openlink + Progress8.3b, which works well.
I don't know I can help you or not , followed is my procedure of installation:
1. goto http://hpux.cae.wisc.edu/ , search gcc --->
gcc-2.95.2 --> download HP-UX 10.20Dynamically ...
--> help !
--> go to 4.5 How do I obtain gcc/g++ for 10.20 or 11.00?
--> download all the links in the former page
now , I have :
gcc-2.95.2-sd-10.20.depot.gz , binutils-2.9.1-sd-10.20.depot.gz , bison-1.28-sd-10.20.depot.gz
flex-2.5.4a-sd-10.20.depot.gz , sed-3.0.2-sd-10.20.depot.gz
2. gunzip all the package in windows , and transfer them to HP-UX10.20
3. login as root , install all packages , by swinstall , e.g.
swinstall -s gcc-2.95.2-sd-10.20.depot gcc
using "swlist | more" to make sure all the package had been installed
4. all the package will be installed in /opt/packagename, change your PATH:
export PATH=/opt/gcc/bin:.....:$PATH
Now , gcc worked.
5. Download apache1.3.9 , php4.0.2
6. Install apache: go to your apache source directory ,
./configure --target=hppa1.1-hp-hpux10.20;make; make install
7. Install php4.0.2: follow the instruction http://www.e-gineer.com/instructions/install-php4x-for-apache1xx-on-linux.phtml
8. go back to apache directory :
./configure --activate-module=libphp4.a;make;make install
That is installation section of Apache and PHP.
Wish it is helpful to you.

OK. I would like to help you if I knew HP-UX and NSAPI. But I don't, and probably _very_ few
people know much about that specific combination.
So you do have a point:
We shouldn't go around bragging that PHP runs with anything. But I do think that it's fair
to say that PHP runs on most unix'es - if you use Apache and spend some time
downloading+installing a large number of supporting software.
By the way:
Can't HP and/or Netscape/Sun help? - I mean: Don't they support their product?
Finally:
Personally, I couldn't accept to work in an organization like yours. Apache is greate software
with a proven record and massive support options (heaps of people have intimate Apache knowledge).
If my management chose to ignore such a fact, then I'd be on my way...
