Interesting that it's such a small change. My only comment would be that if we do add this,
let's please not use the word "strict"; it tends to lead to incorrect assumptions
like "strict is always better".
Some rather verbose names were suggested during the discussion of https://wiki.php.net/rfc/use_global_elements
My preference would be a 3-way switch, e.g.
declare(function_const_ns='global');
declare(function_const_ns='current');
declare(function_const_ns='fallback');
I note that previous RFC was fairly comprehensively rejected, though, so you'd have to dig into
why to figure out if it's worth resurrecting.
