changes over version 2:
- zend.h is included, so that we get access to the right set
of HAVE_*
- TSRMLS_* preprocessor macros were dropped, because they
conflicted with TSRM.h
- closesocket is used on Win32 for closing sockets
- the INI system uses zend_file_handle_dtor, so we don't need
to maintain two implementations of the same function
