Hey Jani,
I think Wez is one of the best developers on the PHP project, and knows what he's doing. If there's something you need him to fix, then try a civil email. I also don't see why he needs to branch if he can make the same tree work in all versions.
I don't think the rest of the email (re: PECL and German organizations) even warrant a response...
