As far as I understood, the problem is not oniguruma, which is
BSD-licensed, but libmbfl, which is LGPL-licenses according to
http://cvs.php.net/viewvc.cgi/php-src/ext/mbstring/README.libmbfl?revision=1.1&view=markup
but according to http://sourceforge.jp/projects/php-i18n/ it is BSD-licensed now
