You asked for a specification of packages in a programming language. I just pointed you to the specification of packages in Java.
Yes, I know Java implements packages this way. And Perl implements them other way. And C yet another way. And PHP has at least three packaging implementations which have nothing to do with namespacing and a bunch of proposals in addition to it.
