UPGRADING file is quite long. And dropping register_globals, safe_mode, etc. quite likely breaks
something? :)

Very good idea, move ext/mysql to PECL today?
I think most applications (Wordpress, etc.) nowadays don't rely on magic_quotes_* or have done
the usual magic to disable it anyway.
So IMO, remove them in trunk and release it as something else than 5.4. :)
