Project lead can vote yes. Also in the case of Fabien it is even more
easy, he provided so many tests (directly or via his teams), he is a
contributor per se.

php.net contributors, project leaders (verified, not random ppl).
And sorry to have misread Fabien's post.
@Fabien, can you try to vote please? I don't remember if RFC is enough
or if more is needed. Ideally simply request a php.net account,
easier.
