I think this is a huge bc break that will affect many applications. For example:
// test.php
error_reporting(E_ALL & ~E_NOTICE);
echo $_GET['value'];
curl http://.../test.php?value=foo // ok
curl http://.../test.php?value[0]=foo&value[1]=bar
// application continues with E_NOTICE
curl http://.../test.php?value[0]=foo&value[1]=bar
// application stops with E_RECOVERABLE_ERROR
