Yes, it highlights (brightly) a situation in which there is probably a bug; but we think it changes behavior quite too brutally for a minor version. On the other hand, we would be +1 for this in PHP 8.0, as this would help detect/catch bugs and it is "more OK" to break BC in a major version.
