IMHO, PHP should not be shipped with any tool for installing PHP components (PEAR Installer, Composer, ...) or extensions (PECL Installer, ...). In my experience, people either install PHP using the package manager of their OS distribution or they build PHP from the sources themselves. In the latter case, they know how to build/install extensions manually and do not need a tool for that.
