Someone in that chain scrapes the php.net homepage. I don't know
who does that actually, but ideally it would be the best to provide
feeds from php.net and mirror sites...

It's not a problem to provide both ;)

Adolfos script also scrapes the page, so if you update php.net/index.php,
and that script is a cronjob at the main server, it runs the night, and
updates the feed file[s]. So there is no need to fix more than one file.
The only one thing we need to do is to finally add that script to the
cron jobs already creating files daily (notes, mirrors.inc, etc).
