Interesting. I've tried using va1.php.net and the IP address it resolves
to, and I still get the UNKNOWN HOST error. Using rsync on other sites
is no problem.
I scheduled a cron job using rsyc.php.net, and it hasn't run
successfully even once in the last 7 hours.

mostly at around 22:00 US time... but it changes... i mean, it really
does. it's all around the day. try not using the cname (rsync) but
instead
use va1.php.net - maybe taking down the number of dns queries would
help... or maybe simply try the IP and hope for it not to change =)
