We cannot guarantee of course, that any community will welcome you, or will welcome anybody else. It's a matter of luck to ask a question at the right time, and the right time cannot be predicted... As I have seen the PHP mailing lists and IRC channels are filled with people who are most of the time happy to answer questions. As our manual says you need a webserver somwhere (probably on your machine) with a PHP engine properly set up. Please start from http://php.net/what_is_php (or http://www.php.net/manual/en/intro-whatcando.php for a more specific URL) and you'll get info on what do you need to run PHP scripts.
