What is highligted is not the "preferred mirror", but the current mirror. The current mirror is in many times not the preferred mirror (many guys use php.net everytime). There were some plans and test versions of a system using geoip to autofind the closest mirrors (geographically) but as it was not completed, some guy [re]introduced this country selection to get load off from php.net...
