I am curious, if on a mirrored php.net site it is allowed to
do following.
Is there anything against putting local forum for php developers
under the mirrored site's root? I thought that PHP mirror is
probably the best place to do so.
Of course, by putting such a thing, there would be notice, that
that is not part of official php.net site and is being maintained
by persons, who are not the makers of php site, or something like
that.

Don't do that. The only change you are allowed to do to our site is that you can restrict the content, but you should not extend it. If you would like to make a local forum, create a separate website for that...
