We could find out which mirrors are ip based and name based by fetching /mirror-info.php using the IP Address of the host. Those that respond would then be added to the dns entries. I don't know hoy you manage the PHP.net domain, but if it is done by some sort of automatic process, then it should be pretty easy.
We know what of them are IP based, as we have an admin interface for this, so no need to check all mirrors. Goba
