The power of the forums would come from the people who really know PHP
well participating. Most of us who fall into that category much prefer to
provide such support via our existing mailing lists. Setting up a
separate forum system would dilute our support and separate it into two
groups with the same questions and answers likely to pop up on both
systems. I also think you underestimate the scale that such a system
would have to be. We have mirror sites all around the world that would
look like second-class citizens if they didn't have the forums. If we
only put the forums on the main www.php.net site people might not go to
the mirrors leaving us with way more hits than we can handle on a single
server. So we would have to have a distributed forum system capable of
near real-time replication across 100+ servers all around the world. Do
you know of such a system?
As far as the summary goes, providing a weekly summary is a big
commitment. If someone would volunteer to do this on a regular basis and
commit to do it consistently we would be happy to put it up.
