This was replaced by mirroring.php i was about to submit a bug, but thought it might be more useful to just
post here: README.mirror was renamed/moved to mirroring.php however, when i tried (mistakenly) to access README.mirror, it does a local google search with a recursive link to the nonexistent page (which brings me back to the local google search, and so on forever). perhaps a url alias can be created to combat this problem? http://www.php.net/urlhowto.php if i get no response within a week (and i haven't lost interest by then), i'll file a bug.
