Contacts ?

I've been trying to find a link or a contact on the PHP web site so I can ask a question about Licensing for PHP and the Extensions provided in the Binary Distribution for commercial use but I can't see anything. If there is such a link or contact you should make it more readily available on the site. Could you point me in the right direction or even answer the question ?
