All of PHP is licensed under the PHP license the full text of which you
may read here:
http://www.php.net/license/3_0.txt
That means you are free to use any and all of the PHP code for commercial
purposes. When it comes to the binary extensions, you have to be a little
bit more careful. The PHP parts are of course still fine, but sometimes
there are extensions that require 3rd-party DLL's in order to work and
these 3rd party libraries have their own licenses and requirements, so you
will need to do a bit of homework on those.
