I sent out another mail pointing out that some of the other countries actually use servers from the same location as where my servers are held. You could always use my server for one of the other countries.And I have asked for a list of problematic mirrors.
Also, what about sharing some of the load e.g. your worried about your re-sync server overloading, maybe you could use mine as a secondary resysnc server with other mirrors syncing off that, just an idea.I think this is a good idea, but *I* cannot do anything in this direction. Only the people at systems@php.net can do anything about this. Goba
