your problem, but no never say, the mirrors needs located in the countery.
I thought that this is obvious. If people find out that the ar(2).php.net mirror is slow, then they can use any other mirror (they can even set a preferred mirror for redirections). So hosting a mirror in the US, while posing as an Argentinian mirror is not a honest operation. We have the country based mirroring system to have mirrors in the countries where they are registered to be. The point is not where the company is located, but where the server is located. A mirror located in the US should be a US mirror, right? For you unfortunately, we have plenty of US mirrors, so we are not accepting more.
I have removed ar2.php.net from the mirror list now.
