User notes get removed and integrated to the manual regulary. Your
notes might have been inapropriate to that manual page, or appropriate
enough to integrate. User notes are actievly moderated.

I have added some user contributed notes to couple of functions some
time ago (days and even months ago). And they doesn't appear not at
all.
I use cz.php.net mirror.
I have added for example this: Warning about bug #17154 to
http://cz.php.net/recode in middle of August.
