The most obvious is by its main URL. In case somethings goes wrong on the website code for example, the main site will be fixed first... BTW the My PHP.net page says: "The www.php.net site redirects users to mirror sites in several cases automatically." It does not describe the cases (which is actually: URL based or other search). The homepage does redirect people to mirror sites in case the server is under high load, but otherwise there is no reason to do so IMHO.
