Austrian Mirror at.php.net

Hi! If this request goes to the wrong place - sorry: I tried the right place:

Please report problems you find on PHP.net and mirror sites in the bug system.

But when calling http://bugs.php.net/report.php I only got a page saying "Unable to connect to SQL server." - where should I report bugs if the bug system has a bug, that keeps me from reporting bugs..?-) Anyway - my problem is this: The Austrian PHP mirror (at.php.net) is slow! Really slow. So slow in fact, that before looking up a function call in the PHP online manuals via this mirror, I sometimes reconfigure my browser to use an anonymous proxy so I don't get relocated to at.php.net...
